Nevada Lottery Bill Picks Up Steam Despite Opposition from Casino Industry

A Nevada Lottery bill proposed the establishment of a state lottery. However, casino operators opposed the idea because it could eat into their revenue stream. In addition, lottery operators from California are afraid the new lottery would attract bettors away from them.
Truckee Gaming is a licensed retailer of the California Lottery. It sells tickets from a store near the Gold Ranch Casino and RV Resort in Verdi. Also, its lottery terminals are on the California side of the state line. Truckee workers who manage the terminals are considered California employees. Thus, they need to pay income tax in the state.
The lottery terminals become busy when the Powerball and other lottery jackpots are in the nine-figure range. To become law, AJR5 must pass two consecutive legislative sessions and then be ratified by a simple majority of voters in the next general election, as with every constitutional amendment in the Legislature. For Miller’s plan to go on the ballot in 2026, it must first pass the Assembly and the Senate this year and again in 2025.
